"Good" and "Good finisher" are two different things. A Norton 1k is a very good hone. If you bought the hone and it was sold to you as a good finisher, that's a different story.
You may well be getting the most you can from the hone, or maybe she does have more to give. I have a Nakayama that sounds similar (coticule-esque, is how I describe it), and I just don't think it will give a finish like my Asagi. But I guess one can never really know, unless you send your particular hone to a jnat guru to hone on.
