Hard to tell the exact condition from the pics, but it looks reasonably OK to me. If it is oil, try oven cleaner or similar (degreasing stuff) and a scouring pad or plastic brush. Repeat as necessary. Watch out for fumes if you use oven cleaner - best do it in a well-ventilated area. See the safety directions on the pack of whatever you use for the best way to use it.
