There are several lavender waters that are available from the high end purveyors like Atkinsons (many consider this the best, including myself), Taylor's, Caldey Island and Trumper's. All lavender waters are an interpretation of lavender as none that I know of are straight lavender essential oil. So it will be a matter of taste that will determine which interpretation you will like.
I generally recommend Atkinsons as a lot of folks, when they try it, say its exactly what they were looking for, it's a very classic English Lavender splash. Some guys like the Taylor's because it has a more herbal aroma to it. The Trumper's has a Sandalwood note in it that some like. The Caldey Island is a bit musky but not overly so. It's also more of a Provencal lavender as opposed to an English lavender (yes there is a difference) and it's a touch feminine to my nose. Unless you can blend your own these are the major purveyors who you should at least consider.
All of them can be used as an aftershave if your face can tolerate lavender oil. Experimentation will tell you which one you will like and find to be the best.
