    Sorry, I just don't think there is any way to restore the blade without destroying the engraving. If you wish to save it then it will become a collectors item and not functional. It looks to me as an earlier razor than you mentioned, maybe late 1700's or early 1800's.
    IMHO....
    You may be able to do a partial restore if the edge is pit free. most of the pitting will remain but it may be functional. the rust can be neutralized then stabilized. It may even be possible to save the scales and refinish.

    I would like to see this guy come back to life. Good find.

    The Colley's a beauty in the making it will hopefully clean up nicely, a re grind would destroy the blade stamping so should be avoided in my opinion.
    A nice pair of period correct horn scales would set it off nicely, no bright color plastic scales please

    If I replace the scales, they will be period correct horn. No doubt.
