The info I got is Spain.

Just got the pics, not much further to go on.

Perhaps one of the other # 14 enthusiasts knows more.

Yes that would have been my guess.
There are many hidden makes of Spanish razors.
I as yet only have a few.
This is one I will keep an eye out for
