Any army could use the Samuel Pearson razors.
On the first place is the British army.
In the second half of 19th century, S.Pearson had an agent in Hamburg. So, possibly, the German army.
It's very difficult to find true information about army contracts.

First time, Samuel Pearson was listed in 1837, as razor manufacturer, located in Eldon Street.
In 1851 Pearson filed for bankruptcy.
But in 1856, S.Pearson & Co. was listed in directories. Among their products, there were "celebrated razors".
So. Based on the razor stamp and company history. I think, the razor was made ca 1856-1891.
