Default Henckels Rapide (what's the swinging bar for?)

So I picked this little beauty up a while ago for about ten bucks. I was more enthralled with a, it's henckels and b, it wasn't a Rolls wedge razor.
However, can anyone tell me what the adjustable screwpiece under the wedge is for, and what the swinging bar behind the wedge does?
Also, the bottom twists, but to no noticeable purpose.

The 'swinging bar' is there to hold the blade in place. The little screw under the head screws up to lock the bar down.

You slide the blade in until it hits the tabs at the comb, and then you lock it down using the screw at the bottom.
