The time is not a problem but the automatic access does not kick in until you have 100 posts.
EDIT: Hang on with > 50 posts and >6 months, you should have access.
Let me check.

EDIT2: It seems you have access and should be able to post ads.
Is there an error message after step 3?

You also have to have more than 100 useful post.

Having this same issue of not having an "option 2" (can't select catagory) when trying to post an ad - however I've JUST made 50 posts, so I'm guessing that's likely the issue?
