A year or two ago there was a similar thread. What I remember is that cell rot is irreversible no matter what is done. Sanding does not work, coating with anything does not work. Keeping the scales in a dark space will slow the rot but not eliminate it. Conclusion...get the scales off and disposed of.

    Just my two cents,

    Default Pics of Scale Rot

OK gentleman lucky for you and very unlucky for me I got home last night and had received two envelopes from E-bay purchases...
When I opened the one with a Sta-Sharp razor, I smelled that odor that I had described before, a sickly sweet vinegar smell... this is celluloid rot!!!
The scales have a whitish bubbled up area on the inside and outside, it is very obvious and disinctive...
As with most of our dealings with vintage razors there are few "set in stone" rules here, because the blade is absolutely perfect not one mark on it...

I'm am just Soooooooooo glad that I could post these pics for you
Just what I wanted to find on that razor!!!!

Here are my amateurish attempts at detailed pictures

Don't you have any bigger pics (ie better resolution)? I need a microscope to see the details...

That's scary!!! Especially as I look at all of my razors with the beautiful cracked ice scales. Maybe a sale is in order, and go back to bone and horn.

Not all cracked ice scales are celluloid so don't panic.
