Know thyself
While you can't control what happened to the razor before you get it, you can take preventative measures once you own one. You can get some tuf-glide or similar under the rubber and/or totally seal the rubber to the tang (if you have faith that it's dry and stable under already).

I did exactly what Holli has suggested with my Berg Lowe. I gave the area a good rub with the Marine Tuf Cloth, let it dry and slid the rubber back.
It has been fine for the last two (2) years, though I do check it after every shave to make sure no water has sneaked under there !
